The synthetic materials industry is an important component of the chemical industry. It has a long industrial chain and many varieties, and its products are widely used in various fields of the national economy. At present, Chongqing has initially established an industrial chain for synthetic materials such as polyurethane, polyamide, high-end polyolefin, polymethyl methacrylate, and polyester. The output value of synthetic materials in 2022 will be 62.2 billion yuan. However, the development of Chongqing’s synthetic materials industry faces problems such as shortage of basic raw materials olefins and aromatics, incomplete industrial chain, single supply chain, and low added value.
In order to promote the high-quality development of synthetic materials, Chongqing proposes to promote the clustering of key enterprises in the synthetic materials industry chain to chemical industry parks in Changshou, Fuling and other districts and counties. Cultivate a number of domestic and foreign advanced enterprises and industrial bases, including 4 tens of billions of synthetic materials enterprises and 6 enterprises of 5 billion to 10 billion yuan. We will strive to increase the number of national new industrialization industry demonstration bases and municipal-level characteristic industry demonstration bases respectively. 1.
Chongqing has clarified four major development directions for the synthetic materials industry, namely, enlarging and strengthening the advantageous synthetic materials industry chain, planning to develop a growth-oriented synthetic materials industry, actively developing fluorine materials, and cultivating and developing the degradable materials industry.

Relying on the acetylene industry chain and combined with the planned MTO project, we will further develop vinyl acetate-ethylene copolymer (VAE) emulsion, ethylene-vinyl acetate copolymer (EVA) resin, T-PVA (thermoplastic polyvinyl alcohol) resin, PVB resin, EVOH ( Ethylene-vinyl alcohol copolymer) and other polyolefin industry chain products. Relying on methanol resources, we plan to build MTO/MTP projects to achieve local production and supply of key raw materials such as ethylene and propylene. Based on the production and supply of raw materials such as ethylene and propylene, we plan to develop high-growth synthetic materials such as polycarbonate PC, epoxy resin, polyacrylamide PAM, cyanoacrylate PAN, super absorbent resin SAP, and ultra-high molecular weight polyethylene UHMW-PE. industrial chain.
The third is to actively develop the fluorine material industry. Focus on the development of fluorine-containing materials such as polyvinyl fluoride (PVF), polyvinylidene fluoride (PVDF), polytetrafluoroethylene (PTFE), and polyperfluoroethylene-propylene (FEP).
The fourth is to cultivate the degradable materials industry. Implement the carbon peak carbon neutrality target and promote the utilization of CO₂ resources; build polybutylene adipate terephthalate PBAT/polybutylene succinate PBS, and plan to develop polyglycolic acid PGA, poly(butylene succinate) PBS. Propylene carbonate PPC and other degradable materials industry. The “Plan” identifies six major tasks, including strengthening the protection of resource factors, planning and building local production of basic chemical raw materials such as olefins and aromatics, optimizing industrial development layout, encouraging integrated development of enterprises, strengthening investment promotion, and strengthening the production and storage management of hazardous chemicals.
In terms of strengthening the guarantee of resource factors, Chongqing will coordinate PetroChina and Sinopec to increase the supply guarantee of natural gas for synthetic material production enterprises and newly started projects; support enterprises to expand sources of aromatic hydrocarbons to Sichuan, Zhejiang, Shandong, Guangxi, Yunnan, Jiangxi and other places; support and encourage the chemical industry The park plans to build a hazardous chemicals railway station.
Chongqing plans to develop MTO/MTP projects and natural gas/synthetic gas to olefins demonstration projects to promote the local supply of olefin raw materials; make full use of the development opportunities of the construction of the Chengdu-Chongqing economic circle and the construction of industrial backup bases to actively plan for aromatics and olefins and other major bulk raw materials to achieve local production.
Optimize the layout of industrial development. Chongqing will concentrate its superior resources to build leading enterprises. Support Fuling District – Changshou District to focus on the advantageous synthetic materials industry chain, continuously extend and strengthen the chain and supplement the chain, focus on the application scenarios of synthetic materials, and further expand the synthetic materials industry cluster; support Fuling District – Nanchuan District – Qijiang District/Wansheng Economic Development Zone – Tongnan District builds a Chongqing natural gas/shale gas application demonstration zone, plans to develop the growth-oriented synthetic materials industry and cultivates the degradable materials industry; supports Wanzhou District to make full use of the advantages of the salt gas chemical industry, and combines the development direction of leading enterprises in the district, focusing on Create a downstream synthetic materials industry for the salt gas chemical industry, and plan to develop polyurethane, polyamide, and degradable material industries.
