This is the third “Ten Atmospheric Measures” released by our country after the “Action Plan for Air Pollution Prevention and Control” and the “Three-Year Action Plan to Win the War to Defend Blue Skies”.
Liu Bingjiang said that in response to the new tasks and new problems, the “Action Plan” focuses on improving air quality and reducing PM2.5 concentration as the main line, vigorously promotes the reduction of nitrogen oxides and volatile organic compounds (VOCs), and highlights precision, science, and law. For pollution control, we should combine long-term and near-term research to plan air pollution prevention and control paths, and solidly promote the green and low-carbon transformation of industry, energy, and transportation.
The “Action Plan” proposes that by 2025, the concentration of PM2.5 in cities at the prefecture level and above across the country will decrease by 10%, and the ratio of days with severe and above pollution will be controlled within 1%; the total emissions of nitrogen oxides and VOCs will each decrease by more than 10%. At the same time, the key areas for air pollution prevention and control have been optimized and adjusted, joint prevention and control has been strengthened, and the key areas have been changed from “2+26” cities to “2+36” cities. Improvement goals have been proposed respectively, requiring the Beijing-Tianjin-Hebei and surrounding areas to The PM2.5 concentration in the Fenwei and Fenwei plains dropped by 20% and 15% respectively. The PM2.5 concentration in the Yangtze River Delta region generally reached the standard, and was controlled within 32 micrograms/cubic meter in Beijing, thus overall solving the air pollution problem in the eastern region.
The “Action Plan” also proposed nine key tasks: first, optimize the industrial structure and promote the green upgrading of industrial products; second, optimize the energy structure and accelerate the development of clean, low-carbon and efficient energy; third, optimize the transportation structure and vigorously develop a green transportation system. ; The fourth is to strengthen non-point source pollution control and improve the level of refined management; the fifth is to strengthen multi-pollutant emission reduction and effectively reduce the emission intensity; the sixth is to strengthen mechanism construction and improve the atmospheric environment management system; the seventh is to strengthen capacity building and strictly enforce law enforcement and supervision. ; The eighth is to improve the system of laws, regulations and standards, and improve environmental and economic policies; the ninth is to implement the responsibilities of all parties and carry out national actions.
